
Salix Finance Ltd: Developing a Resilient Three-Year Strategy
As part of its annual business planning cycle, Salix sought to develop a new three-year strategy that maximised resilience, impact and outcomes in the context of dynamic external factors including devolution, future government policy, market competition and AI.

Salix Finance is a UK Government-owned non-departmental public body that supports public sector organisations in reaching net zero. Through funding, expert advice and policy insights, Salix helps councils, schools, hospitals and others to boost energy efficiency, cut emissions, and tackle fuel poverty.
Objective
As part of its annual business planning cycle, Salix engaged Tennex to support the development of a new three-year strategy. The objective was to proactively respond to a range of dynamic and uncertain external factors—such as changes in government funding priorities, regional devolution, competition in grant delivery, and emerging technologies like Artificial Intelligence.
Approach
Tennex combined Enterprise Risk Management with HM Treasury’s Green Book methodology to shape a structured and insight-driven approach. Following initial analysis, we facilitated workshops with Salix’s Executive and Senior Leadership Teams to assess and respond to external factors based on likelihood and impact. These findings were validated through interviews with a range of senior stakeholders.
We developed an options framework that mapped over 7,000 potential strategic permutations, helping the Executive Team prioritise realistic scenarios. These informed a shortlist of four candidate strategies, which were evaluated and agreed by the Salix Board.
