Sustainable Energy Authority for Ireland (SEAI): Retrofit Cost Benefit Assurance
As part of SEAI’s business case process for the future of their award-winning ‘Pathfinder Programme’, they sought an expert assurance review of the cost and benefits of public-sector non-domestic retrofit.

SEAI is Ireland's national sustainable energy authority tasked with delivering Ireland’s energy revolution and working with citizens, businesses, communities and government to transform how the whole community thinks about, generates and uses energy in Ireland. Since 2017, SEAI has led an internationally recognised ‘Pathfinder Programme’, working with public bodies to achieve non-domestic retrofit goals - deploying grant-funding to deliver retrofit pilots whilst also building capacity and knowledge in the sector.
The Challenge: In exploring potential strategy and funding for the future of this programme, SEAI sought independent expertise to review the retrofit cost data and benefits assessment on which their programme business case was based.
Approach: For the cost and data assurance, we brought together leading expertise on retrofit analysis (Chris Joyce) and business cases (Mark Williams) to review the documentation, data usage and methods. We then benchmarked key metrics against industry data and facilitated consultation sessions with the original authors along with UK and Irish specialists to inform a final assurance report.
Outcome: Our assessment provided key input to inform further development of the business case and built overall confidence in the findings to support presentation to Departmental and Treasury reviewers. The process of strategy and business case development is ongoing.
